Abstract

One of the main priorities of the strategy for socio-economic development is to increase the economic competitiveness of the region on the basis of the transition to innovative development, which means the conversion of the intellect, of human creativity in the leading factor in economic growth and national competitiveness, along with a significant increase in the efficiency of use of natural resources and productive capital, where human resources becomes the main resource.
