Европейский Союз На Пути К Единому Цифровому Рынку

Abstract

В статье рассматриваются направления создания единого цифрового рынка Евросоюза (ЕЦР), предусмотренные соответствующей стратегией. Разработка стратегии вызвана быстрым развитием информационно-коммуникационных технологий (ИКТ) и наличием ряда проблем, препятствующих расширению трансграничной торговли товарами и услугами. Создание ЕЦР ведется в рамках трех блоков вопросов: облегчение доступа потребителей и бизнеса к товарам и услугам через Интернет в пределах всего Евросоюза; создание благоприятных условий для развития цифровых сетей и услуг и содействие максимальному росту потенциала европейской цифровой экономики. Конечными целями ЕЦР являются создание информационной экономики и электронного общества, предоставляющего равные возможности для всех, стимулирование трансграничной торговли и услуг, повышение конкурентоспособности экономики ЕС. В 2015 г. уже выполнена часть намеченных стратегией планов, в частности представлены предложения о расширении доступа пользователей к контенту во время поездок за границу и о защите персональных данных. Имплементация стратегии продолжается.
