Влияние Инвестиций На Инновационное Развитие Российских Территорий

Abstract

При реализации региональных инвестиционных проектов в нашей стране очень часто возникают проблемы с проведением качественного мониторинга их эффективности, не позволяющие максимально рационально использовать имеющийся инновационный потенциал социально-экономических систем. В статье разработаны подходы к оценке влияния различных типов инвестиционных ресурсов на инновационное развитие территорий. В этих целях проведено ранжирование регионов по инновационной восприимчивости к вложениям в основной капитал. Выявлены субъекты федерального округа, в которых нерезультативно инициируются процессы организации высокотехнологичных производств. Обоснованы условия привлечения отечественных и иностранных инвестиций в региональные инновационные проекты. Предложенные оценочные механизмы могут служить эффективным инструментом управления для федеральных и региональных органов власти при разработке, реализации и контроле инновационно-инвестиционных программ в условиях осуществления курса модернизации страны.
