Формирование Системы Показателей Эффективности Использования Бюджетных Средств

Abstract

Концепции эффективного использования бюджетных средств, источников их формирования, методов и показателей оценки занимают особое место среди научных направлений бухгалтерского учета, анализа и контроля. Несмотря на то что эффективность относится к целевым характеристикам экономического субъекта и многие исследователи занимались ее оценкой, полной ясности в определении понятия бюджетной эффективности до сих пор не достигнуто. Объясняется такое положение тем, что данное понятие тесно связано с политикой, способами ведения экономики на макроуровне и организационно-правовыми формами управления и видами экономической деятельности на микроуровне. В статье предложено авторское определение термина«бюджетная эффективность» с учетом специфики бюджетного процесса, определена система показателей эффективности использования бюджетных средств, представлена взаимосвязь трех компонентов эффективности бюджетных расходов.
