Развитие Внутреннего Государственного Финансового Контроля В Секторе Государственного Управления

Abstract

Повышение эффективности бюджетных расходов является одним из приоритетных направлений бюджетной политики Российской Федерации. При этом на современном этапе достижение указанной цели обеспечивается за счет внедрения новой модели организации бюджетного процесса -«бюджетирование, ориентированное на результат в рамках среднесрочного бюджетного планирования». Одним из ключевых элементов данной модели является наличие действенной системы внутреннего финансового контроля. В работе приводится анализ основных законодательных и нормативно-правовых документов, регулирующих сферу государственного финансового контроля. Особое внимание уделяется новациям, полномасштабно внедряемым в 2014 г. Даются также практические рекомендации контрольно-счетным и финансовым органам субъектов Российской Федерации по организации процесса бесспорного списания бюджетных средств, использованных не по целевому назначению.
