Инвестиционная Деятельность Органов Местного Самоуправления. Совершенствование Инвестиционного Законодательства

Abstract

В статье подчёркивается, что муниципальные инвестиции во многом сходны с государственными, но имеют и существенные особенности, обусловленные спецификой муниципалитетов как территориальной формы местного самоуправления. Делается вывод о том, что инвестиционный потенциал муниципальных образований незначителен, и что в вопросах финансового обеспечения местного самоуправления следует ориентироваться не на оказание муниципалитетам финансовой помощи, а на создание достаточной их собственной финансово-экономической базы. Для этого необходимы коренные преобразования в бюджетной и налоговых сферах, а также активизация экономической деятельности самих муниципальных образований.
