Abstract

В рамках статьи анализируется действующая система оценки эффективности государственной закупочной деятельности и доказывается, что используемые в ней показатели не увязаны между собой, направлены на отражение локальных результатов и нередко приводят к ошибочным, сомнительным выводам. Автором предлагаются новые подходы и новые аналитические инструменты для оценки эффективности размещения и исполнения госзаказа, применение которых будет способствовать повышению качества управления госзакупками. Возможность и экономическая целесообразность внедрения новой системы оценки размещения госзаказа и исполнения контрактов раскрывается автором на большом фактическом материале Минэкономразвития России, ФАС России и Счетной палаты РФ.
