Проблема Безопасности Границ Государственного Долга

Abstract

Предлагается модель для определения допустимых границ роста суверенного долга. Путём сравнения темпов роста долга и ВВП, а также условия достаточности дискреционных доходов бюджета для погашения процентных расходов, выводится простая формула для определения безопасной величины отношения долга к ВВП и построения бюджетной политики. На примере данных США за 2011 г. показано, что безопасные пределы первичного дефицита бюджета в долгосрочной перспективе составляют до 4,4 % ВВП, при темпах инфляции 3,5 %, при этом максимальный уровень облигационного долга США к ВВП равен 128 %. Однако безопасный уровень облигационного долга должен быть ниже максимального (по мнению автора, от 60 % до 102 % ВВП).
