Понятие И Содержание Государственного Контроля Как Вида Социального Управления

Abstract

В статье представлены результаты сущностного анализа контрольно-надзорной функции государственной власти как общественного феномена, приведены исторические материалы, точки зрения и мнения отдельных ученых по вопросам определения и толкования таких понятий, как «государство», «функции государства», «функции государственных органов», «социальное управление», «контроль» и «надзор» и некоторых др. На основе проведенного исследования автор обосновывает вывод о том, что государство нетождественно публичной политической власти и аппарату, ее осуществляющему. Государство является теоретически более широким понятием, вмещающим также население и территорию и что государственная власть это разновидность власти социальной, осуществляющей социальное управление в государственно-организованном обществе, в том числе, посредством контрольно-надзорной деятельности.
