Abstract

Современные реформы в государственном управлении финансами по своей масштабности и новациям перекликаются c преобразовательными начинаниями Александра II. Именно тогда в российской практике появились новые подходы к управлению местными финансовыми учреждениями казёнными палатами, от дееспособности которых напрямую зависел успех финансовой, налоговой политики на местах. Функциональной составляющей реформирования государственного управления финансами была реорганизация казённых палат, подведомственных Министерству финансов. Авторы статьи в контексте общеимперских реформ представляют устройство, функциональные обязанности и кадровое обеспечение Уфимской казённой палаты, успешно проводившей государственную счётно-налоговую политику в одноименной губернии.
