Некоторые Промежуточные Итоги Реформы Жилищно-Коммунального Комплекса: Ожидания И Результаты

Abstract

С начала реформы жилищно-коммунального хозяйства и по настоящее время финансовые результаты этого сектора остаются негативными. Как в жилищном, так и в коммунальном обслуживании имеется значительная доля убыточных предприятий. Постоянно растут тарифы на услуги ЖКХ и бюджетные ассигнования на субсидии и льготы, но без улучшения качества обслуживания. Статья посвящена анализу этих процессов с учетом их влияния на положение населения как главного потребителя и предлагает новый подход к оплате жилищно-коммунальных услуг.
