Бюджетная Политика В Условиях Экономической Рецессии: Уроки Зарубежного Опыта

Abstract

В статье проанализированы методологические и практические подходы к разработке и реализации бюджетной политики в условиях кризиса 2008-2009 гг. и последующей экономической рецессии в зарубежных странах, что позволило оценить качество бюджетной политики и обосновать предложения по использованию зарубежного опыта при разработке современной бюджетной политики Российской Федерации. Результат исследования уточнение концептуальных подходов к разработке и реализации бюджетной политики в условиях экономической рецессии как элемента ответственного управления общественными финансами с учетом зарубежного опыта. Сделан вывод о необходимости разработки бюджетной политики, базирующейся на научно-обоснованных методологических подходах, программно-целевом бюджетировании, взаимодействии налоговых и бюджетных механизмов стимулирования экономики.
