К Проблеме Налоговой Нагрузки В России

Abstract

Предмет исследования налоговое бремя в России по сравнению с другими странами. Анализируются понятие «налоговое бремя» и методика исчисления налогового бремени. Ставится под сомнение «теория налогового предела». Предлагается в качестве обязательного условия расчета налоговой нагрузки учитывать расходы бюджета. Устанавливается показатель налогового бремени. Обосновывается неизбежность активизации налоговой политики в турбулентных социально-политических обстоятельствах. Рассматривается переложение налогового бремени на население. Делается вывод о том, что в критических условиях активность налоговой политики возрастает вместе с повышением роли единой государственной социально-экономической политики. Как бы ни менялась общая величина налогового бремени в России, главной проблемой налоговой политики в ближайшей перспективе станет его перераспределение.
