Синергетические Феномены Бюджетно-Налогового Федерализма

Abstract

В статье рассматриваются синергетические особенности проведения политики бюджетно-налогового федерализма. с помощью математического аппарата обосновывается, что бюджетно-налоговый федерализм как форма фискальной децентрализации способствует конкуренции между местными органами власти за получение дополнительных средств и их более эффективному использованию. делается вывод, что действие региональных бюджетных ограничений в виде дотаций из государственного бюджета может быть нивелировано за счет внедрения политики бюджетно-налогового федерализма и получения постоянно увеличивающегося синергетического положительного эффекта.
