Законодательное И Нормативно-Правовое Обеспечение Модернизации Промышленности Региона: Принципы, Тенденции И Направления Развития

Abstract

В статье на примере двух промышленно развитых субъектов Российской Федерации Свердловской области (Уральский федеральный округ) и Пермского края (Приволжский федеральный округ) рассмотрены современное состояние и сложившиеся тенденции развития законодательной и нормативно-правовой базы реализации региональной промышленной политики, а также вопросы нормативно-правового обеспечения программноцелевых методов модернизации промышленности. Далее проведено сравнение используемых в данных регионах законодательных и нормативно-правовых механизмов промышленного развития, осуществлен анализ перспективных направлений совершенствования нормативно-правовой и законодательной базы для обеспечения модернизации промышленности и обоснована необходимость разработки проектов и принятия федеральных законов «О промышленной политике в Российской Федерации» и «О региональной промышленной политике в Российской Федерации».
