Abstract

В статье представлено обоснование проблемы формирования баланса трудовых ресурсов, который анализируется в контексте структурных и квалификационно-профессиональных несоответствий, сложившихся на рынке труда Юга России. Большое внимание уделяется инструментам программно-целевого метода и элементам институционально-экономического механизма обеспечения баланса трудовых ресурсов секторов региональной экономики (индустриального, услугового, аграрного).
