Abstract

Система предупреждения финансовых кризисов является важным рубежом борьбы с неуправляемыми рисками и должна развиваться как один из важных компонентов более широкой национальной стратегии предупреждения кризисов. В случае, если используется лишь один из методов предупреждения, это может создать ложное ощущение безопасности, приводящее к бездействию групп риска и ответственных органов. Сегодня применяется широкий подход к предупреждению кризисов, в рамках которого система осуществляет не только информационную функцию, но и предлагает меры по снижению вероятности возникновения кризисов и уменьшению их социально-экономических последствий. В таком виде система предупреждения осуществляет функцию не только снижения рисков, но и предупреждения кризисов, уменьшения последствий на каждом этапе их развития.
