Abstract

Авторы рассматривают результаты апробации социологических методов (обобщения результатов интервью и анкетирования) для ex-post оценки решений Федеральной антимонопольной службы по одобрению сделок слияний и разработке предписаний участникам слияний (на примере нескольких крупных сделок, одобренных в 2006-2008 гг.). Обобщены методы оценки мер государственной политики в российской литературе, охарактеризованы альтернативы анализа последствий слияний в зарубежных исследованиях. Интервью и анкетирование показали, что подавляющая часть одобренных сделок слияний не привели к ограничению конкуренции. В то же время условия выданных ФАС предписаний оцениваются преимущественно скептически.
