Муниципальные Услуги Как Средство Стимулирования Активности Граждан

Abstract

Mуниципальные услуги расцениваются автором как способ удовлетворения потребностей населения конкретной территории и как способ взаимодействия местного уровня публичной власти с гражданами. Затронута проблема функционирования электронных муниципалитетов и недостатки в правовом регулировании указанной сферы. Обсуждена проблема недостаточного использования возможностей Интернета в работе органов местного самоуправления по вопросам взаимодействия с гражданами. Автором предложены пути совершенствования Федерального закона № 210-ФЗ «Об организации предоставления государственных и муниципальных услуг»1 от 2 июля 2010 г. в части использования Интернета как средства обратной связи между публичной властью и населением определенной территории. Уделено внимание нормативным правовым актам, регулирующим процедуру предоставления муниципальных услуг – административным регламентам органов местного самоуправления. Выявлены наметившиеся трудности в правовом регулировании указанного института, предложены пути решения обозначенной проблемы.
