Abstract

Эффективность и результативность информатизации государственного и муниципального управления рассматриваются с точки зрения системности и оптимизации распределения ресурсов. Предложено научное обоснование показателей эффективности информатизации в сфере государственного и муниципального управления, для которого характерна размытость критериев качества, трудно выражаемого в денежном эквиваленте. Примером таких критериев могут послужить: себестоимость оказания государственной (муниципальной) услуги; физическая (географически, по режиму работы, удобству) доступность получения услуги и т. д.; время ожидания в очереди на получение и продолжительность процедуры получения услуги гражданином вне зависимости, в какой форме, традиционной или электронной, она ему оказывается.
