Анализ Новых Рекомендаций Базельского Комитета По Банковскому Надзору

Abstract

Цель: определение и анализ отличий между новыми и старыми рекомендациями Базельского комитета по банковскому надзору. Метод: абстрактно-логический. Результаты: на основе оценки мнений разных ученых в изучаемой сфере деятельности, а также изучения методологии и нормативов, разработанных в Базеле І, ІІ и ІІІ, проанализированы и обобщены новые требования к банковскому капиталу согласно положений Базеля ІІІ. Освещены вопросы социально-экономической сущности банковского капитала. Особое внимание уделено вопросу достаточности капитала банков. Научная новизна: выявлены позитивные и негативные аспекты новых рекомендаций Базельского комитета по банковскому надзору. Автор приходит к выводу, что несмотря на многочисленную критику новых показателей ликвидности, они не будут существенно влиять на развитие кредитования в долгосрочной перспективе. Кроме того, предложенное группирование новых требований к банковскому капиталу оптимально – они сгруппированы по степени важности. Практическая значимость: в возможности эффективного применения новых рекомендаций Базельского комитета по банковскому надзору.
