Попытки Объяснения «Азиатского Чуда» При Помощи Факторной Теории. Роль Расходов На Образование

Abstract

Цель: выявить границы роста человеческого капитала в развивающихся и транзитивных экономиках. Метод: сравнительный анализ. Результаты исследований: сформулирована гипотеза, согласно которой расходы на образование при среднедушевом ВВП менее 10 тыс. долл. не в состоянии кардинальным образом повлиять на рост индекса образования населения и увеличение человеческого капитала. Научная новизна: выявлено влияние роста ВВП на уровень объема инвестиций в науку и образование в развивающихся странах, показано, что политика сдерживания затрат на образование только увеличивает отставание России от Запада, что при существующем в России и странах третьего мира уровне ВВП на душу населения эффект от финансирования образования на уровне менее 7% от ВВП будет ничтожный. Практическая значимость: в возможности использования результатов исследования при капиталовложениях в науку и образование России.
