Abstract

Отечественный опыт формирования производственных коллективов в прошлом в значительной степени опирался на государственную систему подготовки кадров, при которой предприятия в плановом порядке обеспечивались работниками. Переход к рыночным методам хозяйствования на сегодняшний день так и не позволил построить целевой опережающей системы подготовки кадров. Поколение работников, получивших образование в советское время, когда шло четкое планирование потребности и подготовка кадров, достигает пенсионного возраста, и замена им не подготовлена. Особенно это коснулось промышленных предприятий России.
