Abstract

Рассмотрены вопросы влияния отраслевых и технологических структурных сдвигов на экономический рост. На примере количественной методики оценки структурных сдвигов, использующей коэффициент пропорциональности Ватника, дан анализ динамики качества отраслевой и технологической структур для экономики России и ряда стран ОЭСР. Сравнительный анализ показал, что как отраслевая, так и технологическая структуры экономики России далеки от оптимальной сбалансированной структуры экономик наиболее развитых стран ОЭСР. Отсюда следует, что экономика России нуждается в коренной структурной реформе. Исходя из этого обсуждается необходимость проведения активной отраслевой промышленной политики, что может дать импульс технологической модернизации экономики России и способствовать ее переходу на траекторию устойчивого динамичного роста. В качестве приоритетных отраслей выделены и рассмотрены металлургическая, химическая и фармацевтическая отрасли обрабатывающей промышленности, анализируются их состояние и перспективы, а также формулируются среднесрочные цели их развития и модернизации, которые могут стать ориентирами при формировании новой отраслевой промышленной политики.
