Abstract

Целью статьи является исследования повышения эффективности управления персоналом государственных федеральных и региональных органов власти. При проведении настоящего исследования послужили графический анализ, перекрестные таблицы, автоматизированная обработка данных с помощью Excel VBA. Результаты. В статье выявлены негативные особенности жизненного цикла карьеры российских государственных служащих; на основе анализа обратной связи сделан вывод о слабых отличиях в профилях компетенций рядовых специалистов и руководящего состава гражданской службы. Выводы/значимость. Государственная гражданская служба не предлагает привлекательную модель карьеры для квалифицированных специалистов. Модели построения карьеры и расчета заработной платы госслужащих слабо развиты.
