Abstract

Интенсивное освоение Арктической Зоны России (АЗР) представленной значительным количеством административных территорий, располагающей уникальными запасами полезных ископаемых, реализуется в сложной международной обстановке. Точки пересечения взаимных экономических и политических интересов стран-учредителей Арктического Совета в целом осложняют развитие освоения международной Арктической Зоны (АЗ). Сложные политические, экономические и климатические условия освоения АЗР определяют необходимость использования системного управленческого подхода.
