Повышение Эффективности Системы Финансового Контроля В Условиях Риск-Ориентированной Модели

Abstract

Несовершенство законодательной и методической основы финансового контроля в Российской Федерации определяют перечень проблем по незаконному и нецелевому использованию бюджетных средств, в том числе, с применением схем по выводу капитала за рубеж посредством финансовых инструментов (наличные деньги, банковские переводы и депозиты, ценные бумаги и векселя) операции по которым являются распространенной практикой в нашей стране. В этой связи особое значение приобретает использование риск-ориентированной модели финансового контроля, адаптированной в условиях Российской Федерации. В статье рассматривается риск-ориентированная модель, как часть системы финансового контроля. Концепция модели нацелена на точечную проверку, подразумевающую выявление реперных точек в деятельности организации и заказчиков рискового события.
