Abstract

В статье рассматриваются отдельные, наиболее важные, по мнению автора, аспекты финансирования в системе государственного заказа. Государственные закупки рассматриваются как сложная, многоуровневая система взаимосвязанных категорий, функционирование которой должно обеспечивать достижение максимальной результативности и эффективности распределения бюджетных средств. При этом у участников закупочных процедур возникает ответственность за качественный результат исполнения государственного заказа. Рассмотрены проблемы, возникающие в ходе реализации государственных контрактов, изложены предложения по повышению эффективности механизма финансирования в условиях контрактной системы.
