Abstract

Во многих европейских странах местные органы власти в значительной мере независимы от центрального руководства страны и более зависимы от населения, которое их избирает. В условиях западной жилищно-коммунальной системы могут работать как частные, так и государственные фирмы. В многоквартирных домах наиболее часто управленческие решения принимаются в рамках объединения жильцов юридического лица, а исполнение решений доверяется профессиональным управляющим организациям на основании договоров. Имеет место отказ от вертикально интегрированных отраслевых монополий с государством в роли собственника и поощрение конкуренции.
