Опыт Стимулирования Промышленности В Волгоградской Области Посредством Регулируемых Налогов

Abstract

Исследуется бюджетная эффективность Закона от 5 марта 1998 г. № 156-ОД «О налоговой системе на территории Волгоградской области», разработанного депутатами Э.Д. Богуславским, А.Г. Морозовым и В.В. Новиковым, в котором ставки налогов на прибыль и имущество снижались в зависимости от прироста объемов производства. Дана оценка эффективности Закона от 3 июня 1997 г. № 121-ОД «О зонах экономического развития на территории Волгоградской области», разработанного депутатами А.Г. Морозовым и В.В. Новиковым. С помощью предложенной авторами методики и выборки крупных налогоплательщиков, использовавших Закон № 156-ОД, доказана бюджетная эффективность Закона. На примере завода «Красный Октябрь» доказана эффективность Закона № 121-ОД. Выработаны рекомендации по модернизации действующего налогового и инвестиционного законодательства Волгоградской области.
