Этика Эффективности На Рынках Аддиктивных Товаров

Abstract

В статье алкогольная продукция, табачные изделия, наркотические лекарственные средства объединяются в группу аддиктивных товаров, которые, исходя из признаков социальной полезности и образуемых отрицательных экстернальных эффектов, предлагается относить к «опекаемым благам». Исходя из праксиологии социальной и экономической рациональности, выявлены и классифицированы этико-правовые злоупотребления на рынках данных товаров, на основе которых разработаны принципы этики эффективности. Обоснована необходимость преодоления дихотомии между эффективностью и этикой при выборе управленческих решений в трехмерном ценностном пространстве стейкхолдеров общество, государство, бизнес на рынках аддиктивных товаров. Управлять эффективностью необходимо посредством этики, ограничивая вредные и опасные направления. Этизация отношений в сфере спроса, предложения и регулирования рынка аддиктивных товаров является фактором снижения расходов стейкхолдеров и вероятности «несостоятельности» государства.
