Abstract

В Бюджетный кодекс Российской Федерации внесены поправки, обеспечивающие создание законодательной базы для формирования и исполнения бюджетов всех уровней на основе государственных и муниципальных программ. Автором рассматривается ряд проблем, возникающих при формировании, согласовании проектов государственных программ в федеральных органах исполнительной власти.
