Развитие Принципов Разработки Целевых Программ

Abstract

Целевые программы остаются важными средствами при реализации структурной политики государства, активно воздействующие не только на социальные, но и экономические процессы в стране. На современном этапе развития России все более явным становится необходимость усиления инвестиционно-инновационного направления бюджетных расходов в контексте перехода к инновационной модели экономического роста. В данной статье рассматриваются особенности формирования целевых программ в современных условиях, а также проведена попытка выявления принципов их разработки и реализации, а также рекомендаций совершенствования механизмов применения целевых программ как эффективных инструментов государственного регулирования экономики
