Abstract

В настоящей статье раскрываются особенности правового режима социальных благ, объединенных авторским понятием «социально необходимые товары», регламентация оборота которых обеспечивается специальным правовым режимом, сочетающим публично-правовые и частноправовые элементы. Публично-правовое воздействие на оборот социально необходимых товаров проявляется в особых требованиях к их безопасности и качеству, лицензированию предприятий, осуществляющих их производство, в государственном регулировании цен на эту группу товаров. Обосновывается необходимость легализации термина «социально необходимые товары» в целях повышения эффективности обеспечения социально-имущественных потребностей граждан
