Abstract

В настоящее время в субъектах Российской Федерации нет единого подхода к вопросу о месте регионального Уполномоченного по правам ребенка в системе органов государственной власти. Проведенное исследование показывает различия в конституционно-правовом статусе детских омбудсменов, которые закреплены в региональном законодательстве. В статье обосновывается повышение эффективности работы региональных Уполномоченных по правам ребенка при их функционировании в системе органов исполнительной власти; либо в единой системе Уполномоченных по правам ребенка, подчиненной Уполномоченному по правам ребенка при Президенте РФ
