Российская Пенсионная Система В Процессе Реформирования: Планы, Проблемы, Способы Решения

Abstract

В статье подведены итоги реформирования российской пенсионной системы в 2014 году, проанализировано ее нынешнее состояние, обозначены основные проблемы. Среди них выделены проблемы индексации пенсий, сбалансированности пенсионной системы, развития накопительной пенсии. В статье обосновывается и собственная позиция авторов в отношении решения названных проблем. Так, для повышения сбалансированности пенсионной системы России предлагается провести разграничение страховых и нестраховых выплат; вывод из страховой части указанной системы нестраховых институциональных подсистем; пересмотр существующего страхового тарифа и пр. меры
