Полномочия Органов Местного Самоуправления По Сохранению И Развитию Национальной Культуры

Abstract

В статье анализируется проблема расширения и дифференциации полномочий муниципальных органов власти в области национальной культуры этносов России. Автор полагает, что действующие законы, практика этих органов пока еще не обеспечивают эффективного осуществления национальной политики на всех, особенно низовых уровнях местного самоуправления и формулирует соответствующие рекомендации по устранению пробелов в законодательстве.
