Миграционная Политика Современной России В Отношении Иностранных Работников

Abstract

В статье комплексно исследованы условия и факторы, обусловливающие миграционную политику современной России в отношении иностранных работников. Автором отмечены, прежде всего, ее недостатки: слабый контроль над потоками внешних трудовых мигрантов, приводящий к их нецелесообразной концентрации в отдельных городах и регионах; неэффективность борьбы с нелегальной трудовой миграцией; отсутствие надлежащих барьеров, отсекающих иностранных работников, не имеющих никакого профессионального образования вообще, не знающих русский язык и др. При совершенствовании миграционной политики России, в частности, предложено особое внимание уделить: совершенствованию института квотирования; созданию дифференцированных программ краткосрочной и долгосрочной трудовой миграции; привлечению иностранных работников к трудовой деятельности в субъектах Российской Федерации только в случаях нехватки собственных трудовых ресурсов регионов.
