Abstract

роль университетов на этапе смены технологических укладов заключается не только в подготовке кадров для новой экономики, но и в отработке механизмов инновационной модернизации. Эти две задачи являются глубоко увязанными. Системный анализ оказывается тем инструментом, который начинает играть всевозрастающую роль в разработке методов и подходов к оценке деятельности университетов. В настоящей работе предложен подход позволяющий сформировать две взаимосвязанные системы индикаторов для одного университета. Одна система индикаторов имеет целью интерпретировать, происходящие в инновационном университете процессы преобразования для внешней среды и имеет интегральный характер. Вторая система индикаторов предназначена для эффективного управления внутренними процессами университетской модернизации, имеет дифференциальный характер и является порождающей для первой системы. Обе системы возникают из содержательного анализа процессов инновационного развития университета.
