Abstract

автор статьи проводит мысль о том, что государство неоднократно прибегало к помощи социальной верхушки сельской общины в периоды проведения реформ, связанных с реорганизацией системы органов государственной власти и управления. В масштабах не столь обширной по объему статьи предпринят анализ указанных тенденций на протяжении длительного временного континуума с начала X по конец XIX века.
