Abstract

В настоящей статье рассматривается современное понимание муниципальной власти в контексте его развития в ходе становления законодательства о местном самоуправлении, а также предлагаются конкретные шаги по совершенствованию законодательной основы понимания муниципальной власти, в частности, предлагается и концептуально обосновывается идея о необходимости разработки и принятия Муниципального кодекса Российской Федерации.
