Abstract

Известно, что нашумевший федеральный закон 94-ФЗ регулирующий сферу государственных и муниципальных закупок товаров, работ и услуг имеет ряд достоинств, однако негативный опыт его работы накопившийся с 2005 года, выявил ряд несовершенных и сложных механизмов. Целями данного исследования является рассмотрение проводимой в России серьезной реформы госзаказа. Автор выявит объективные причины изменений действующей системы госзакупок, направленной на повышение качества закупок, эффективности бюджетных расходов и на максимальную прозрачность всех этапов закупочной деятельности заказчиков.
