Abstract

В статье раскрываются недостатки организации муниципального финансового контроля в России со стороны независимых внешних контрольных структур, на основании чего предлагаются меры по исправлению данной ситуации: предложены варианты обязательного создания контрольного органа муниципального образования, затронуты аспекты разделения его полномочий и контрольных полномочий представительной власти.
