Механизм Финансового Мультипликатора Реализации Государственных Программ

Abstract

Проблема существенного различия в социально-экономическом развитии регионов Российской Федерации оказывает серьезное влияние на развитие страны в целом. В представленной статье показывается, что устранение пропасти между наиболее развитыми и отстающими регионами напрямую связано с реализацией долгосрочного планирования и прогнозирования бюджета, базой для которого являются налоговые доходы. Подробно рассмотрены проблемы, связанные с грядущей децентрализацией власти и ее влиянием на формирование бюджета. Описан механизм финансового мультипликатора государственных программ, который позволяет сконцентрировать финансовые ресурсы региона на решение конкретных вопросов, что в будущем позволит улучшить показатели социально-экономического развития региона.
