Abstract

Важнейшей особенностью современного этапа реформирования российской пенсионной системы является переход к распределительно-накопительным принципам формирования пенсионного обеспечения граждан. В этой связи существенным образом повышается значение негосударственных пенсионных фондов, которым отводится роль дополнительного пенсионного обеспечения на основе накопительных принципов. Однако действующее законодательство по регулированию деятельности НПФ содержит ряд противоречивых позиций в отношении сохранности передаваемого в управление имущества фондов и методов финансового управления их активами. Это требует совершенствования отдельных нормативных положений по устранению данных противоречий и создания реальных условий для эффективного развития НПФ.
