Abstract

в условиях формирования в России социального государства происходит реформирование социального законодательства, направленного на повышение уровня и качества жизни граждан. Одним из правовых средств, активно используемых в социальной сфере, выступает институт публичных услуг. В статье обосновывается юридическая природа публичных услуг в социальной сфере и отмечается их сложная социально-экономическая сущность. Делаются выводы о необходимости систематизации социального законодательства, унификации легальных определений социальных услуг и разграничения их с иными видами публичных услуг.
