Повышение Исполнительской Дисциплины В Системе Исполнительной Власти Как Необходимое Условие Ее Оптимизации

Abstract

Настоящая статья посвящена исследованию повышения исполнительской дисциплины как основного условия оптимизации исполнительной власти в Российской Федерации. Обоснована необходимость оптимизации системы государственного управления, даны авторские определения понятий оптимизации исполнительной власти; уровня исполнительской дисциплины. В работе проведен анализ причин и условий повышения исполнительской дисциплины, исследованы проблемы связанные с осуществлением данного процесса. Обосновывается необходимость внедрения комплексного аудита эффективности деятельности органов исполнительной власти и их должностных лиц как основного условия повышения уровня исполнительской дисциплины в государственном управлении. Исследуются проблемы, препятствующие реализации внедрения аудита эффективности на федеральном и региональном уровне единой системы исполнительной власти в России, разработан комплекс мероприятий по их преодолению.
