Abstract

Рассмотрен новый механизм перекрестного субсидирования в российской экономике, получивший название «Индексы изменения размера платы граждан за коммунальные услуги», при котором финансовые потоки перераспределяются уже не между потребителями одной услуги, а между потребителями смежных услуг.
