Abstract

Обоснована необходимость перехода от ситуационного ценового регулирования субъектов естественных монополий к регулированию на основе долгосрочной стратегии развития отраслей, внедрению новых принципов регулирования цен и тарифов. Предложен план мероприятий, необходимых для осуществления такого перехода.
