Оптимизация Административных Процессов В Системе Государственного Управления: Предварительные Результаты Эмпирического Анализа

Abstract

Предметом статьи являются проблемы, которые возникают в отношении проектных и рутинных административных процессов в системе государственного управления, организованной преимущественно по функциональному принципу. Особое внимание уделено вопросам влияния текущих поручений на эффективность проектных подходов к разработке и реализации политики. Результаты анализа указывают на значительный потенциал повышения эффективности и результативности системы государственного управления, обеспечиваемый выделением проектных и рутинных процессов из функциональной среды, их диагностикой, оптимизацией, а также полной или частичной автоматизацией.
